I have a feeling that attitudes to giving oral to ladies may be a regional/cultural thing.
I read a servey, albeit some years ago, where the conclusion was that white Brits think of cunnilingus as part of the main event. The French think of it as a warm up. American men aren't keen on it at all.
This tallies with my anecdotal experience. I seem to attract American women (been married to one 20 years, have two others intimately in my life and have had more along the way). They agree that in general American men are less likely to go down on a woman, and less likely to be skilful at it.
