nor does mine i believe from birth it does. same with some germans. if english is your first language then it wont.

As far as I know it depends on the phonemic inventory (combination of speech sounds) of your first language - my guess would be that languages like Russian don't use the front of the tongue as much as English does, hence it resting down out of the way. |
