It can mean different things to different people so the best thing is just ask them.

Some are looking for a relationship, some want a fwb or FB, some want a club partner because they don't want to go alone.

Yes, on here I'd say they mean swinging partner - to go to parties and clubs to actively participate with, somewhere between fb and fwb.
