Not funny, but as long as it is not aimed at anyone in particular it's not offensive either.
It appears to be a a backhanded attack on the Mods, who volunteer and do a pretty good job. So from that perspective I think I will choose to be offended. (Not a mod. and have received a few time out's myself so no angel of the rule book)
