The reason is, apparently, as we've swung more right-wing in the last decade or so, it's deemed there's no need for titles.
Simply the poster's name, and their position within the cliques and hierarchies is sufficient to drive engagement.
Those who are less popular, well - no one will miss them.

So...so far...no one seems to be that fussed about hierarchies and cliques, as long as there's still a place for them to turn up and be involved at some level.
Which is actually quite sweet.
And, moving on, there probably wouldn't be a need for a Forum Topic Title, because people would still turn up and join in at some level.
Topic titles, bizarrely, might even create a "boundary" of allowable discussion, whereas no topic title might create a bit more confusion ("wtf is this thread about?"), but also it doesn't demarcate boundaries so much.
