Use a long smooth object like a glass. Put some gel on the side near the top and use that to rub it on.

I just tried a wooden long handled spoon with a sandwich bag over it with the gel

I was going to suggest attaching a sponge or something similar to a stick, but your adaptation will reduce wastage and be less hassle to clean.
