At the moment it's mainly because it's Christmas and there are fewer deliveries while people are buying more, but in general they aren't empty, just some things less available and everything more expensive which is mainly due to brexit which is the fault of the tories.

I do rarely go to a supermarket that I didn't know they were empty. My last few deliveries haven't had anything missing. What's there a shortage of?

The local community food pantry has a big supply of left over stuff

Domestic matters are also governed centrally. Brexit and the war in Ukraine doesn't just affect London.
