Over my dear so you can slip them off for a multitude of things.
Under and you've the tedious task off taking the stocking down or off, then you could end up causing the dreaded ladder or snag.

Ohh God I'm the worst to ask, I'm for ever online shopping.
It depends on your budget can you afford to buy a new outfit.
Sometimes when you have a wee rummage through your wardrobe. If like myself you'll find some outfits you'll forget you have.
If buying something new, try sale sections on sites, vinted,ebay,aliexpress you can get some great new items dirt cheap that way.

I'm not sure as there's no asda close to me, check online for supermarkets near you and you'll be able to see their prices to see which is the cheapest.
