Both to blame. Don't forget the recent Posters in STI clinics especially aimed at people on this site, I can't remember the exact STI in question but it was one of the nastier ones. Fuck that!!!

Both, I always do the grab test & prefer to take responsibility for guiding the cock in, that way I know it stays on. In the early days I put the condom on for the guy, who went behind & it was only when he cum I realised he'd removed it & thrown it behind him, he said it fell off, it must've jumped because it was about 3 foot away  so so careful since & you're right about the oral, that's why I get checked every 6 to 8 weeks & I'm selective who I let enter my mouth & rarely let guys cum in my mouth until I'm happy with their pedigree. Let’s get this out of the way first, people on here don’t know how to debate. They have opinions and if yours does not coincide with theirs, yours doesn’t count. Anyway I digress here’s my opinion
The two key points are here “If they guy doesn’t wear a condom” “but you don’t notice until it’s too late”
Let’s examine this, “but you don’t notice until it’s too late” if this is the case then the onus would be on the lady, as she should have respected herself enough to do a pre-flight check prior to allow boarding.
However the scumbag, I say “scumbag” as it appears to be the in term lately on here, should have respected the lady and explained that he did not have protection. If said conversation did not take place then there clearly is a deliberate intention not to use protection and “scumbag” has verified his status by not respecting the lady by giving her a choice.
Moreover as the scenario is in a party or club, both should have taken the responsibility to protect themselves, parties and clubs are unique places, whereby there should have been plenty of condoms available should the need arise, you only need to ask if you are caught short.
So my opinion is it’s the person who shows no respect for the other person.

It's a no brainier... Both are to blame... We have to take responsibility for our own well being... If some guy tried to hoodwink me he'd be bloody sorry.. hell hath no fury and all that....
But let's be honest.. There is so much "moralising" here... We are all playing a risky game as much as we try to be careful.
