I just met some nice people at the last social and they gave me their usernames and asked me to message them later, when i tried i could not send private message to them

If you are outside their age range, or if they don't have you in their "looking for" section, or if they have their single guys filter on, then you will not be able to message them.

Surely winks work same as messages - if filters are on then you can do neither
