I was in a similar position with men. I could lay back and enjoy, but couldn’t go down on a guy. In the end it just happened naturally with someone….. you can’t hold me back nowadays

Tbh if you can’t go down on a woman you need to be completely honest with them in the first instance and let them know so they can make a choice whether to play with you both or not.

I think as long as all parties are honest and upfront about Thier interests, it gives everyone the opportunity to decide for themselves if they want to get intimate.
