Whilst the stricter approach has advantages, there are numerous stories emerging already of medical staff being beaten up by police for breaching quarantine by going to work |

No it isn't. I doubt very much the Indian authorities would shoot anybody simply for breaking a curfew, they are very strict out there but not on that level. |
