What is the reasonable fine for organising an illegal party?

During the last lockdown, three university students hosted a party where about 100 people turned up. A neighbour called the police who then fined the three students the maximum £10,000 each and this made the news.
You might argue it was excessive and they were unlucky to be caught while others were breaking the rules. On the other hand, this was extremely foolish behaviour to have that many people in an enclosed space.
But what was the true cost to the three students? The police later reduced their fines to £200 for two of them and zero for the third. Seems like just a rap on the knuckles and I wonder if other large Covid fines are actually enforced. |

this is the problem with making it financial, if people cant afford it it doesn’t get paid anyway
only other ways around it i can think of is the fine if unable to be paid gets treated like a student loan where it is taken from your wages until fully paid (but again low earners will never pay so no deterrent)
or maybe it goes on your criminal record and you have to do some kind of community service when lockdown eases? |

they are not same fine for everyone £10.000 is maximum fine as is the £800 one too on top of all equipment being used for the party

a custodial sentence is excessive, not practical (we dont even have the jail space for serious offenders) , would require court cases (which are back logged beyond belief) and thats just the start of the list of problems with this suggestion
community service and inclusion in a criminal record is a more realistic happy medium imo |

Fines don’t work, a criminal conviction on their record for 5 years plus jail term or voluntary service would be more apt. The person who got fined £10,000 in Lincoln for having a student party had his fine dismissed. |

the reason i think a mark on your criminal record is a better deterrent is because people would be more worried about fucking up their future employment and travel prospects than just paying £800 and its all forgotten about
for example even the likes rita ora ... imagine she couldn’t get into america now ... chances are she would have thought twice about that party |

For people earning money, so rave organisers, I'd like to see them fined twice what they made on the door plus any and all equipment removed from them and redistributed to community hubs/youth clubs.
For guests that paid to attend in a lockdown, the entry price times by 10.
For wedding organisers then yeah minimum £10,000 I think £200 is about right for guests but for guests that need tracking down (after they've run) I'd like them to get the fine and a charge for the time and energy it takes to track them down.
I'd also like to see them all told to isolate. They risked mixing with people so they should isolate 10 days (as if they had covid) and if they go out another fine.

If they do decide to bring in this £500 payment to everyone catching COVID...may be a good idea to have a register of individuals convicted of COVID related offences (parties, masks etc) and exclude them from receiving payment..
May help discourage some individuals in the first place and help balance out the issue of some refusing to pay fines...
Plus it also has some element of community based justice!!!! |

Fines paid out of income throughout lifetime would be a reasonable foundation to start from.
Community service sewage pipes cleaning, including those fatbergs. Willing to cause shit for others, they get made to do several thousand hours shit cleaning up for us.
Obviously organisers get significantly more punishment.
Withdrawal of passports and personal rights., including getting tagged and restricted to home for several months. Assets siezed and forfeited, as decided by public panels, including those who lost loved ones.

Community service in something people find embarrassing plus two weeks pay before tax. (I'd make it income based because fines are crippling for the poor and merely an inconvenience for the wealthy)

Community service all the way.. a £200 fine is a lot for some and a joke to others. However everyones time ticks the same.
100 hours community service for the first offence doubling for every offence after that. If you fail to attend it's off to court and jail time is possible.
Offenders made to clean the streets, help at Covid test centers booking people in or clearing up or similar.
Plus named and shamed in local newspapers.
Just our thoughts, but fines don't seem to be taken seriously and don't appear to be a deterrent

Loose their place at uni with no refunds and cannot reapply for 24 months. Doesn't initially cost anything but certainly sends a strong clear message through the student community. |

Fine them and if they refuse to pay or say/blag they can not pay....give them a prison sentence!! People will take the piss un till it is proven that they an not!!...maybe some will think that this is a tad hard but it's the only way that people will stop and take note!! |

But all of a sudden they can
And don’t let the headline fool you it’s not guaranteed your going get £10.000 fine or £200 or whatever
If you go court they go on your earning

I am not sure that there is any fine big enough to deter those determined to hold an illegal gathering.
A criminal conviction, a lengthy community service order for when it's safer might help. Maybe a self isolation order as well.
Prison is not a viable option, it would introduce the virus into the prisons and prisoners already there would be at risk.
We need to remember though that it is only a very tiny minority of people holding there gatherings.
The new adds on TV might help educate some.

Surely the fines should fucking Unreasonable to discourage this behaviour. Conviscation of the property for a start and revocation of the attendees right to treatment under the NHS with transportation to the colonies. |

Fine for endangering lives.Name and shame them to.
I think a daily list for offenders in the paper would be a deterrent. Something where future employers will arrive at with the usual background checks. It would also assist with contact tracing.
I also think that the attendees are just as bad. The willingness to go somewhere being aware of the risk is hard to understand. I don't imagine these people make their families or friends aware. |

What I find quite interesting is the big shift in fab members opinion on this in 9 months. Those who suggest stiff regulations and consequences for breaking them then where forum shamed. I guess when it becomes closer to home one starts to believe that others should comply and help.
There may be some hope in a shift in our society and culture in becoming less self scentered and more community orientation. Here's hoping. |

If people object to not being able to hold parties, they'll be in for a rude shock if they hit hotel quarantine in Australia or New Zealand. Army guard, you can't leave your room, it's at your cost. (Speaking as an Australian though, the teeny weeny issue of the fact that no colony/province of what's now Australia has accepted penal fleets for about 170 years...) |

When the police in this area run their drink driving campaigns at Christmas they publish the details of people arrested so I think publishing covid offenders details could be an added deterrent. |

I totally understand your opinion but those who don't should be punished by a custodial sentence as this would be more of a deterrent having something like this on a person's record could affect future employment for not acting responsibly any employer would see this and if they can't have any concerns about others in a pandemic would feel the same about his or her employees as a fine to some it's just a easy way out and pay it and don't think anything differently but I'm sure at that time of being locked away give them time to think I understand that obviously the prison services wouldn't need the added pressure at this time but only way to discipline ... |

Quite true though giving fines that will not get paid is a problem too as another poster mentions. I feel it needs to be financial and educational hence why they should do work on a covid ward. Just as a cleaner or similar so they see first hand what their actions lead to |

It would depend on the seriousness.
For example: Someone who has a couple of extra guests in his/her house should get a small fine (one or two hundred quid) for a first offence with a stern warning that the consequences for a repeat offence would be much more severe.
For organisers of large parties then for me it would have to be jail. Even for a first offence.

Ok probably going to upset people here but . My opinion / hope ?
Currently anyone ridiculously stupid or irresponsible enough to organise a party wants the toughest of penalties I would say .
At the very least there should be
A definite notification that if you are caught a ' criminal' record will made on someone's DBS/ CRB. I think that would potentially stop a lot of people even considering breaking the rules ..most people need a clean DBS these days for entry into a career .
And also a pretty hefty ( means tested so it gets bigger the more money you have ) fine
And maybe even a shirt spell in the slammer too ..
As you can see I really have had it with these types of people ..they are contributing buying to the fact I and look TS of others are not allowed to live our lives .. that's something I want changed Asap .

you need a visa for america, australia, most of asia ...and now that we aren’t part of the eu there is the potential for that to change for other countries too ... lots of countries and vocations wont accept people with a criminal record so the fear of fucking up your life might deter people where the fear of someone else losing theirs has not |

you need a visa for america, australia, most of asia ...and now that we aren’t part of the eu there is the potential for that to change for other countries too ... lots of countries and vocations wont accept people with a criminal record so the fear of fucking up your life might deter people where the fear of someone else losing theirs has not "

Yeah because there's tonnes of space in prisons to just isolate people in them.... Not to mention the issue of bringing it in to places already struggling to control outbreaks and regimes that mean prisoners are locked up and pissed off.
People seem to forget how dangerous and volatile prisons are at the best of time but add panic and fear during a pandemic in to the mix and its a whole lot worse for the staff that are working to keep the lid on these places. |

I despair to be honest.
Like the OP said of the 3 of the 10k fines to students that held the large parties was a joke. 2 have now been let off Scott free and the 3rd had the fine reduced to £200. Wtf couldn't it have been taken out like a student loan over 10 years say?
It's that bad there are cases of repeat offenders who were heavily fined previously and subsequently had the fine removed and have since thought great lets have another party only to be caught again.
I work with people who have made one mistake in life at the end of their teen years and it has destroyed the chance of so many careers due to always showing on enhanced DBS checks. With enhance DBS its irrelevant if your conviction becomes spent your marked for life career wise. In fact it can't show things you were only investigated for if they deem it relevant to the post been applied for. Would a Dvd conviction make them think twice? I don't know.
In my life if I look at people's covid views and lockdown actions lately (from the street I live in, my local area, work colleagues, clients on caseload views etc) its becoming clear to me that following all the rules now definitely puts us in the minority.
