Derbyshire Police has said all fixed penalty notices issued to people breaking the rules during the third national lockdown will be reviewed after it received clarification about the coronavirus regulations.
It comes after the force being branded "bonkers" after two women arriving for a walk at a remote spot around five miles from their homes were handed £200 fines for alleged breaches of lockdown laws.
One of the would-be walkers, Jessica Allen, told the BBC that officers also informed her that a hot drink she had brought with her was not allowed as it was "classed as a picnic".
The force had said the women could have taken exercise closer to their home addresses, and described their actions as "clearly not in the spirit of the national effort" to reduce travel and the possible spread of coronavirus.
In a statement on Friday, Derbyshire Police said it had received further guidance the National Police Chiefs' Council (NPCC) which had clarified that the "COVID regulations which officers enforce and which enables them to issue FPNs (fixed penalty notices) for breaches, do not restrict the distance travelled for exercise".
The force said: "All fixed penalty notices during this relevant period that have been issued will be reviewed for compliance.
"All recipients will be contacted."

My family are now in danger because selfish people decided to go across to the isle of wight who where in tier 1 and others going into tier 4. Greedy ferry owners allowing it. 3 of my friends seriously ill. 1 mum and wife died yesterday. I have my daughter . My grandsons i cant visit and not seen in months. I agree fine people . But what the police did was wrong.. sorry to say. I take a drink when I go walking should I be fined? |

I think the five miles is pushing it. One of them lived in Leicester. I also knew the "anxiety card would come out as to why they should be allowed to do it
Look...in the first lock down people were complaining because others were driving to beauty spots and beaches in their thousands. At the moment we are meant to be staying local to exercise and staying at home the rest of the time...potentially spreading Covid into other areas you don't live in is not a good thing
Stay at home, exercise near home and do what is asked of us so we can get out of this quicker. |

Trouble is there is No definition in Law as 'local'
Common sense has to prevail. Do you really need to drive 5 miles , 10 miles or more if you can exercise in an open space near home (walking from home)
If you live in a built up area fair enough, but go to your nearest open space. (dont drive past it)
The Law needs to ratified.
It is not the fault of the Police they have been sent so many different instructions.
It is good that all FPN's are being looked out. |

It was Derbyshire police that was criticised most in the first lockdown for over reacting when they used that drone to photograph a dog walker miles from anyone else on the top of those rocks.
However I haven’t looked closely but the picture of those two ladies walking on the verge of a road dressed up for a night out didn’t really add up, they weren’t out for exercise lol. |

Well yes if i needed a new toaster and Argos not miles out of my way.
Is it therefore wrong that one morning a week i think that on my way to work i will detour 200 metres to Macdonalds for an egg and sausage McMuffin and a coffee.
I am in my car alone
Am served by two people in separate cubicles who are masked and gloved up
Am keeping a business going and giving local people work.
I stop in a carpark on the way and eat the meal, far safer than eating it while driving and i have no contact with anyone.
If i crashed while driving and eating it exposure risks go up and the NHS has to use resources as do the police and possibly the fire brigade. |

I attended a serious crash involving two vehicles that were working essentially last night
The Leicestershire police were excellent
I'd suggest much more risk of essential people crashing than leasure
And let's really face it
Traveling and walking on the covid risk scale is about 1 out of 100
Staying home and popping to grandma is 99 out of 100
Proportion has left us
Control the virus
How
Stop visiting homes
Costa is pretty Covid secure very low risk
However I shall be taking my own flask on my walk today
Until we become brutally honest about the greatest risk conduit and focus and stop petty blunt shut everything and hope tactics we will yoyo in and out until, well until either the virus runs out of steam or forever |

It’s a blunt approach though with little reasoned thought. Either do nothing such as in a town local to me (Whitstable) which even today will have car parks full of DfL’s and others from well outside the area and no police presence or they hit all and everybody with a fucking great stick, like two people metres apart having a slurp of coffee.
My friend who is a teacher had contact with 150 different pupils in a day (i know schools are now closed) and yet was not allowed to meet me for a socially distanced chat and a cup of coffee |

The very fact that people on here can't agree what local means shows you the issues the police face...
They didn't write the laws, they are just charged with enforcing them.
Local and necessary is subjective to each individual, therefore when an officer chooses to enforce a law based on their subjective opinion it won't always align with your perception... and people then say use some common sense. Well again that's a subjective matter, and after reading some of the comments on here it's clear our view on common sense is considerably different to others.
It's a weak law written to try and avoid upsetting people.
Maybe people should take responsibility for their own actions, and if they feel aggrieved go through the proper channels to challenge it instead of crying to the main stream media while concocting tales of hardship and mental health struggles to justify their actions to gain favour.
This entire lockdown has been a joke from the start, mainly because as a nation we want the result but we can't stomach giving up our Starbucks lattes or our weekend house parties.. and the moment someone tells us we can't do something we cry about it being like nazi germany and a police state...
Why are other countries like Australia, New Zeland, China enjoying parties and nights out.. because they locked down, gave up freedoms for a period of time and have controlled this.. We were to bothered about when we can get 50,000 people back into a football stadium and if we can have 20 people around for a party at Christmas..

It's a free country.. Anyone is free to drive or cycle or take a boat to anywhere for a walk or any other activity that means you're no closer than 2mtrs from another human when you get there..

Issuing and being made to pay it are two very very different things

I'm happy to give up my freedoms for a few more weeks, if it saves a nurse or a doctor, another agonising lobg shift dealing with serious illness and death. |

I bet that’s what the English thought when they drive a couple of hundred miles to Wales for a walk .... a country that has different rules than us but people choose to ignore them.
The longer people keep ignoring the basics the longer this is going to continue with lockdowns, tier restrictions, etc.
Buckle up, button it and deal with it for a couple of months and then we might get a bit more freedom for those that have the luxury to travel to greener pastures |

I saw someone post on another site today that lives in Australia and she said we just accepted we had to shut entire towns , no one in, no one out to control the virus and it really does seem to be working for them, all we get over here is people complaining about it. No, there is no defined distance. It states people should not travel unless it is for a number of "essential" reasons, there is no defined limit on distance and or time. However it adds that it should be reasonable, leaving it open to interpretation and misinterpretation and ultimately people to argue what they feel was right compared to what others view it as. |

Hasn’t it come to light that this was a PR exercise by the anti lockdown brigade?
The lady was arrested for refusing to give her details, which the police have always been entitled to do.
Originally I did think it was rather heavy handed of the police and I certainly don’t think they always get it right. I was chatting to a Met policeman and he was trying to get me to meet up with him during lockdown for instance.
However if this was done as an attempt to alter people’s perception of lockdown then I am beyond disgusted!
I personally think Dominic Cummings has a lot to answer for too. |

I make you right. The issue I guess is that we now have 10 months of evidence that we can't be trusted to use common sense and keep our distance. So we have layer upon layer of regs to try and account for the ones who can't or wont follow the simple principles. |

Agree don’t follow the basics and limit contact is the only way.
For example since March I’ve seen a grand total of 5 people outside my house from 3 households; a visit to the folks in July, a visit to my other folks in August and a catch up with a friend in October. All of those had 10 day isolation before and after each trip and even when with the folks, we didn’t hug, we kept our distance, rarely in the same room indoors. The only meal we shared was an evening meal which one of us would cook alone and then eaten outside. |

No, If they wanted to do that they could just set up ANPR cameras by all beauty spots on a sat/sun & send fines to every car passing that’s more than five miles from its registered address.
If you were at work etc. Provide proof & fines cancelled.

The travel restrictions are an attempt at a proxy ,A vague attempt at equivalence which can be monitored
But its a poor one full of holes and injustice
It absolutely does not catch the main spreaders and in a vain clumsy attempt to do so it removes liberties that in absolutely no way contribute to perpetuating the virus
I go further.i suggest that those suggesting travel is a major vector it is a distraction from the simple fundamentals that seriously do contribute to spread and death
I absolutely understand why the simplistic blunt tool is advocated as a solution however in reality it subverts the actions we must all intimately understand and follow for years to come

The fine seems valid to me, there’s no need to travel for exercise , we all do it because we want time out in a nice place as well with company , but it’s not really just exercise. If you get caught it’s your own fault for being a dumb ass |
