Can someone please explain why Manchester is in a tier three lockdown and London is in tier two?? Manchester's infection rate is around 157 and London's is around 161 is this just more proof of the north south divide

The government have listed the criteria used for the tiers, after it was demanded. You may see greater analysis in local Manchester media

It’s out there for you to see why, it’s not just about infection numbers, other criteria as well, hospital numbers, 60+ infections to name a few
