Should the government support that business and the staff.

Or is it down to the business to sort it self out or just pack up and fold.

That's OK so long as the business invoices the Government for loss of trade

It would depend partly on why a business is told to close - if they have been failing in their responsibilities to keep staff and the public safe, then it's reasonable that they would stand the losses due to negligence.

The furlough scheme, for example, has been supporting some businesses, where they have closed and stopped staff working, though this is winding down.

There's justification for continuing financial support for businesses, as we don't know the exact circumstances to come, though it seems reasonable now that covid-19 is going to be increasing through the winter, possibly due to government errors in getting testing and tracing to effective levels, in addition to public behaviour.

The government could also support insurance cover provision, via instigating change in insurance providers strategy.

Lots of business are not allowed to reopen yet. One of mine is Hire to the entertainment industry with theatre's closed and festival's that did not happen it now touch and go.
