A deterrent is a weapon you have but don't use. The fact that you have it is supposed to deter an attacker. But viruses don't have brains and so cannot be deterred.

3000 people at an illegal rave not social distancing and the police unable to break it up.

More football mentality in Leeds because they won a football match.

Numerous riots where police have attended unlicensed music events.

Would have been good to have had your summary of the post op.

It's important to get as much information out locally and early, so that responsible authorities can take the prompt action that may be needed locally to help to save the local population. They have the local knowledge and expertise that is probably unknown in Westminster. Getting resources assembled and mobilised to effect substantial changes to public behaviour won't be easy or quick, this especially after 10 years of substantial cuts to local budgets and where the most deprived areas have typically suffered more so than more affluent places elsewhere. Things will be tougher in areas with larger BAME populations, who are more disproportionately and severely affected by this.

The other point of note is that there have seemed to be some displacements of responsibility of late, which we should keep our focus on this, in case any blame is sought to be apportioned at any time.
