But it seems our leaders want to combat a world pandemic of a sophisticated virus with universal catch all soundbites and simplicity

The UK is an outlier at 2m, with the rest of the world using a smaller distance. 1.5m in the Netherlands, for example and 1m is commonplace.
The extent of your open arms is something that most people could identify as meaningful etc. |

Nearly every country in the World has used the same measure.
Also the 2 meter rule goes back to WW2 in which the beds were moved apart that distance to prevent infection.
It was used in the Swine Flu and MERS epidemic.
So. Not really Boris's or the Governments or the Experts initial idea.
