I don't think that's quite what it says. My reading is that 1/3 of the *total* number of deaths (not 1/3 of the extra 7996) are either fully confirmed or have covid 19 mentioned on the death certificate. That's 6213 covid 19 related deaths, not 2300.
That still means there are around 1800 further extra deaths above the average for this time of year for which the cause is unaccounted. This may or may not be covid 19 for some of them. And it is more than the expected variation, which is plus or minus a few hundred. |

A paragraph later on suggests that this was a combination of a bad flu season that year peaking over the Christmas period and then all the deaths being registered once the Christmas and New Year holidays were over. |
