Depends how it's looked at I suppose.

As long as the poor old Lady living on her own gets the best care like a World Leader gets that's cool with me. And nobody jumps the que?

There is a system and it has been around for decades. The QUALY (Quality adjusted life year). Although it has always been too politically sensitive to use formally.
