where are the dogging sites around the northeast England? best days times and rules ect!!!!!

Go on the council website, you'll be able to download the timetable with the dogging event to come in your area mate

You still have to apply to your local council for a license though. Just give them a ring and ask for Parks, Amenities & Dogging.
