There's a free webpage online called photopea. Think it was designed by someone who used to work for Adobe and pretty much works the same as photoshop. I would however recommend saving as much as possible when using it as it is a bit buggy.

Sorry didn't see the android part. Not sure how it will work on a phone. I know Adobe offer a few free editing apps. You can get lightroom for free if you're only looking to make local adjustment (brightness, colour balance etc.) And there's a scaled down version of photoshop but can't remember what it's called |
