Yes... another casualty of Covid-19, alas. Fortunately, Portugal has had one of the best outcomes in Europe as far as this coronavirus. Hopefully, that means you might be able to travel there in the not-too-distant future if you can get tested before traveling there. Would certainly love to get a report and thoughts from you as I visit Portugal often. |

Testing or quarantine is the approach many countries that have done well in largely eliminating the virus are considering as they start letting tourists back in. |

Yes. That is the idea, for example, here in Hawaii, testing before getting on a plane will likely be the way to avoid the 14-day quarantine. Few of us here and in other places that have largely eliminated the virus are in a rush to get tourists back due to chance they will bring the virus with them.
I believe Portugal is wrestling with the same issues. |

I am seriously considering moving to the Vilamoura area in the not-too-distant future (2-3 years depending on how covid-19 unfolds) for early retirement. I speak Portuguese too. I am definitely interested in any tips and advice on moving to the eastern part of the Algarve. |
