For actual swinging holidays opposed to sex tours, most places are couples only, mainly as it takes 2 to tango, and generally people are more comfortable without single guys pestering, as its also a holiday to chill too!

Cap d'Agde is a purpose built holiday resort in the south of France, part of which is a naturist village, which is the part of interest to swingers. It consists of 3 large apartment complexes and a few smaller ones, a couple of hotels, and a very large camp site. the whole of the naturist village is exactly that, you do everything (in the daytime at least) like going to the supermarket, the bank, the bread shop, and everything else, naked.
To give you some idea of size, it is estimated that up to 40,000 people can be in the village on high season weekends.
For swingers the main points of interest are the "pigs beach" (a section of the main beach at the far end of the campsite) where pretty much anything goes, and the nightlife in and around the Port Nature and Port Ambonne complexes. Swinger clubs, saunas, porn cinema, erotic bars, fetish club, erotic shops and much more can all be found here, and at night many of the ladies strut their stuff in the sexiest of outfits.
Some of the venues are couples only but quite a few welcome single guys (at a price) as well.
Cap d'Agde is not a cheap place to go, expect to pay 600 or 700 euro's for a week in a quite small apartment in mid season, a bit more in high and a bit less in low, and to enjoy the place properly (especially as a single guy) you need to take a good few quid for spending money.
Ryanair fly to Beziers (very close) quite regularly, or you can drive down as we do.
