Topless sunbathing within hotel complex or on private beach is permitted, but it's certainly frowned upon elsewhere, and you will be a lot of unwanted attention.
Additionally, even at hotel you should cover up whilst walking about.
It's an islamic country, and by dressing more modestly, you will have a more hassle-free holiday.
Tunisia is a wonderful country with amazing culture and plenty of things to see and do, outside of just soaking up the sun.

Well said there is plenty fun but there is some limits it’s still Islamic country even if we open mind more then any other Arabic country but it’s the tradition for sure no topless outside hotel area and fun outside in clubs or bars … |

If you meet a couple of ppl travel out there same time as you in the same hotel you can arrange a meet up in your room. Out here is dead. Summer might have more swingers traveling. Topples in a corner of the hotel. Out here now. No activity |
