Best bet is to come over on a tourist visa and check it out. You might not like it summers are very very hot., it got up to 51 this year.
Once you decide you could either start your business one of the many free zones or self sponsor a freelance visa..
You might need different skills to design Gardens for this climate ? Knowledge of different plants and the watering systems. Most of my outside plants died in the summer

I think the most sensible advice has been given, come over for a weeks holiday, and do some secrecy shopper investigation into the high end competition.
You won’t beat the (clean it and water it gardeners) but lots of people buying with home improvements in mind.
Also cost out what the price of living out here would be, do you have kids? All schools are fee based.
