I kind of dont get some couples allow full swap/play but no kissing? I know kissing can be more of the erotic/romance part of the play but if your having sex with someones partner why cant you kiss lol.?

It's called choice. People can choose, and others can choose to respect that choice or move on. In the case of kissing, some see it as romantic rather than erotic and simply want nsa sex not romance...and that is their choice.
