July 2019 and new restrictions were due to come in and everyone was going to have to register to watch porn.

Well we're in August and I'm still watching porn and not having to register to do so.

Was it actually a thing or just internet hysteria?

It was put on indefinite hold after Theresa May resigned. So yeah, there's been no change on the ISP side of things.
