I suspect the council was voting due to some equality and diversity policy they have in place. Councils aren't known for applying policies with intelligence.
If they employ a woman to do the job it would be Mother Christmas.

Apparently no gender split among his reindeer. At this time of year male reindeer have lost their antler, so Santa's herd are all female from the photos I've seen (fact chec_ing has been minimal but someone said it on the tele, and 'photos' are all made up due to Santa's secrecy policy, obv...) |
