I’ve just read it could be to do with anatomy. If the distance of the clitoris and your urinary opening is further apart then you probably won’t climax from penetration alone. I can cum but only if I stimulate my clit at the same time. Some people that have a clit closer will have it stimulated from the penetration at the same time hence climax. I do believe the mind has something to do with most sex, I can’t cum from oral unless I’m really focused but some of us just can’t physically cum from penetration alone.
