Perhaps if you have agreed to exchange face pictures and the other party doesn't.
However what avenue for complaint do you have? None.
Continue the dialogue and ask them why a picture wasn't sent. If you're annoyed then block and move on.

If they don't fancy you, why would they send their face pic to You?
Pointless because you're never going to meet.
You aren't forced to send one. It's always your choice to send or not. |

I would be wary that the person I'm saying no thank you to took exception to my refusal and used my pic for revenge. If I sent my pic first and they said no thank you, I wouldn't be interested in what he looked like. |
