Who's a time waster.is it someone cancelling a meet with genuine reasons or what.?

some male/females or couples Do cancel a meet due to unforseen circumstances at that particular time.some give reason others don't.
Do you expect me to brand them as time waster? As for me No.
The only time I use such words is when phone is switched off prior to meet or sending pictures without feedback.
It depends on individual definition. What's yours?
