how about a financial services company offer 'meet bonds' ?

a bit like in business when if you want to tender for a job you have to lodge a Bid Bond so if you fail to tender you lose your deposit ...

so...

if you want to meet someone, you tender a deposit and...

if you turn up you are refunded in full

but if you dont then the aggrieved party gets the bounty

(of course both parties will need to have their lawyers present to ensure no false claims (I/We were there but He/She/They weren't)
