There seems to be varying different opinions on where and how to measure as well! I'm a cabinet maker, measuring things is important to me.
There are lots of pictures where the ruler is being held underneath, starting by the balls. Some at the side pushed into the thigh. Some from the top at the base, by the stomach, which is probably a better reflection of the useable part. Between the three methods, you can probably loose or gain an inch and a half!
