Type 'time waster' in the 'QUICK LINKS Search forum subjects:' over to the left hand side of the forums and you'll see this comes up every so often, there are lots of opinions on the subject.
Name and Shame as nice as it may seem would not work, as demonstrated already it's too easy to point the finger.
