Anything that shows the population what you have to offer especially out in public.

Nothing worse than women walking around pulling at their hem line because they think everyone can see her arse or foof.

If you're at home then a glimpse of the top of a stocking or a bum cheek is nice

A best man's speech should be like a mini skirt, short enough to keep everyone's attention but long enough to cover the essentials

I've just put a skirt back on the rail because I thought it was a tad too short for someone of my age (just above knee) to wear on a vanilla day. But if I was about to meet a chap I'd go short, just to tease.

Had a sneeky peak at your profile and we would suggest you could go as short as you like! You have a great figure

An old work colleague of mine, as bride hated the thought of giving a speech of any kind..encouraged to do so and d*unk by this time......stropped onto stage and said...

'Thanks for coming, I hope I do!' and walked off..... I've seen the tape

a quandary, could you change my mind?

"How short is to short with skirts and dresses "

For me there is no definitive answer to the Question. It depends on the lady waring the items in question, the type / cut of the clothes, and when and where they are being worn.
