Think on the anal passage as a giant muscle,
if you tighten the sphinter muscle the whole passage contracts, giving something of a "sucking" sensation.
another example would be "anal gaping" where you can use the same technique to suck air in and push it out again.
however trapped air can be quite painful so caution would be advised if going down that path.

The various muscles or sphincters along the puborectalis muscle basically are responsible for the movement pulling / pushing you think is a vacuum. They're responsible for the things you find funny.
