So if the cops are just 'cruising' by and spot you, they can't arrest you?"
If you are visible from a public road or footpath then you could be illegal either way. |

It only becomes illegal if your actions causes offence to other people, so getting caught is not a problem, unless the officer catching you decides your activities have offended them... at which point you can be arrested... |

Like if they think I'm giving good head they'd pass on by but if I was doing a crap job they'd stop me  |
