If your location is set to on with your phone it will work, click on who's nearby and voila

On home page on mobile version is just below search, only used the mobile version, you can search within a radius on the search option too

It's only an option on the mobile version of the site. Top right under the yellow box that tells you how many silhouettes have been over-ambitious recently...
