As someone who likes both spanking and being spanked I think its a mixture of the pain/pleasure and a power thing.
As for ladies who I've been lucky enough to spank it seems to be the dominance thing as much as the act itself. As a spankee (is that a word??) its got to be the act of being spanked as much as not knowing when or how hard I'll be spanked.
And as for how far to go, I think everyone has limits - I like a good old arse-glow
