So, you meet a person (I'm trying to be non-gender specific as to not offend), and you arrange another meet, aka, the sex meet. Talk together about taking your time in bed, how you don't want a quickie. Yet, get excuses thereafter about being busy "but I can pop in after work, but I need to be gone by 7".

Say what!?! Just no. Stop it.

Looking on the bright side at least, said person, has told you now rather than just turning up and then rushing off.

It gives you the chance to either reschedule when said person has more time or bin them off.
