I don't think this is the case. There's a huge ex-pat community of Europeans and Americans, and - as far as I remember - swinging is generally done in private homes or clubs. There may not be quite so many clubs is all, and contact may be slightly more difficult  Alcohol isn't difficult to get, and that is just as frowned upon.

Swinging is a very private scene out here in the UAE but can be arranged. You will be surprised at how many swingers are in or passing through Abu Dhabi and Dubai. My advice is to get a VPN for your laptop and phone and then you can keep tabs on the comings and goings via all the swingers sites(as otherwise they are blocked).
