Its mainly to do with temperature. Sperm is best kept below body temp, thats why balls are kept on the outside. As a general rule, if its hot they'll hang low, if its cold they are high amd tight. |

Mine hang but they are not low and saggy. As all men will know, in hot weather they hang a bit lower and one hangs lower than the other.
