there is a clue in the op, "look it up" rearranged is "look up it"..... a periscope

Or it might be one of those new fangled social networking things the young 'uns use

Meerkat and Periscope are new-ish live-streaming apps, which like snap chat for images, delete the video afterwards.

Periscope is a mobile live streaming app. Like twitch but for your mobile, which will let you use your mobile as a Webcam where ever you are
