What would you deem as heavily tattooed?

Someone can have a dozen dotted all over their body and not so noticeable but all together in one place- a sleeve for example i look at as heavily tattooed x

For me over 50% body coverage, if there's more bare skin than inked I don't see that as heavily tattooed

I met a guy once who was about 90% covered the only places he was clear was his face the palms of his hands and soles of his feet
