Mainly cause the law is 60 years out of date really.

A trained dog would not just choose to run off and a trained dog should be taught a recall so will return immediately. If a dog is so set on running of that it goes against everything it's conditioned to and therefore a leash would be a mute point |

Only if your local council has a dco in place and then it's for specific areas |

Leash means you can hold it long enough for whatever is happening to have spooked it to be resolved.
