I've never organised one, but have parties. I'd aim to keep your financial risks as low as possible, if you're hiring somewhere.
Some hotels have very large disabled wet bathrooms, if that's an option - and would make cleaning up easier. Perhaps phone around a few to ask.
Overall, many places, unless sexual play venues, won't be too keen, in my opinion, if they know what you're after.
Whilst you'll usually get cheaper hotel rooms if booked in advance, they'll mainly be for non-changeable bookings. If your plans change, you'll be stuck with the cost, so aim for the balance of flexibility alongside price.
If others know that you have financial outlay, they'll usually be fine with a small contribution. I'd keep promoting it, and seeing how much interest there is, and thus what size of venue you'd need.
With summer approaching, it'll be easy to pick up waterproof pools etc. Second hand would be cheaper, but may leak !!
Plan on getting some help, so it's not all about you doing the setting up and then the cleaning and packing up. Anything disposable would be great, as would a wet room that can be washed down and no-one would be any the wiser.
There are clubs that are not open everyday and are available for hire - some have wet facilities. They'll obviously have staff on hand, but they can also get income from attendees, from drinks etc. Determine you volumes and then ascertain the right venue. Generally less people attend than expect to, so that puts you at a bit of risk. Perhaps try and keep the first one fairly small, so that you've got it under your belt and then move on there and learn from what you've done.
