It actually has nothing to do with a dog harness..will wait to see if anyone else has heard and know what this means..

I would take it to mean a person great at sex will never give it up and settle down. (Notice the use of the word person and not woman as to not offend anyone lol)

Seems I got it slightly wrong, should have read "Can't muzzle a good dog" but in the end there isn't much difference.

It does mean going bareback.

problem is, every dog can be rabid.

at least a muzzle lessens the risk of getting bitten
