Totally Depends on the individual and how they feel about themselves
If someone has an interest but do not see themselves as full bi then the see themselves as curious
If and when THEY are comfortable to say they are bi then they are bi,
It's a personal thing of the persons view of themselves not an indication of the spec of the model, |

For me I was curious when I was thinking and wondering about playing with a guy.
That curious state changed to bisexual when I knew I enjoyed doing it and wanted more.

As for kissing... There has to be a click or connection. As I understand it kissing can be felt as more emotionally intimate and that prostitutes avoid kissing and some partner swapping couples don't kiss others intimately but will engage sexually. It is just part of the organic chaos of humans.
For me enjoying sexual acts with men or women can be very different to being fully mentally and physically intimate with the person but that's worthy of a long pub chat.
