Well quite clearly your big cities as they have more people plus host the clubs too. Also the radius of people would not include the sea! 
We've just been down near the coast in Suffolk and found limited amounts of people we would be interested in! |

I definitely think the West Mids has the most activity.

So am I - I think it is because a lot of people are travelling through so there is more “mixing” from other areas. Plus it has several good clubs which draws people in. |

Clubs help raise the profile of swinging and help people to access swinging opportunities easily.
The geography of the area needs to have plenty of people living there, passing through or able to get there easily for clubs to have enough custom.
The council issuing licenses needs to be open minded to give permission for a club. Without this, it’s organised social meets or individually organised meets which are much harder to arrange and far more discreet.
In our experience, this is why areas appear to vary in their swinging.
